What they asked
Our client manages a portfolio of annual works on national roads and waterways that is roughly worth € 5 billion. They reached out to us to simplify the process of annually updating the five-year portfolio and quarterly updating the eighteen-month portfolio as well as relate resource planning to it. The essence: simplify the existing bottom-up process of capturing and matching over 4,000 projects and contracts. The simplification, in turn, needed to be underpinned with a new way of working.
What we did
For portfolio planning, we designed a new way of working, creating multidisciplinary teams per region (a total of seven) per network (a total of three). Each team needs to drive a five-year integrated agenda of works, budget, timing, and resources. This allowed us to reduce the incoming inputs for the overall plan from several hundreds to twenty. Also, we were able to bridge the gap between works, financial, and resource planning as well as planning data.
What we accomplished
This new design was successfully implemented in the first (pilot) region. A rollout in consecutive regions has been approved. Currently, teams are preparing to drive this rollout, and data are set up to run it properly.
